Ruling on Jackets and Jilbāb?
The shoulders, chest, arms, and back of a Muslimah are all ‘Awrah that must be concealed.
Not just the skin, but also the shape & size. Wearing a jacket/coat over the Khimār instead of under it, defeats the purpose of the Khimār (to conceal the shape & size of the upper body).
وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَىٰ جُيُوبِهِنَّ
(and to draw their veils all over their Juyūb)
“means that they should wear the outer garment in such a way as to cover their chests and ribs
so that they will be different from the women of the Jahiliyyah, who did not do that.”
[Tafsīr Ibn Kathīr]
Ibn ‘Abd Al-Barr رحمه الله said:
"Any garment that shows the shape and does not conceal, it is not permissible to wear it under any circumstances, except with another garment that does conceal and does not show the shape, for the one who wears it is in effect naked, as Abu Hurayrah رضي الله عنه said, and this is narrated from the Prophet ﷺ in the Hadīth of Abu Hurayrah.”
